Academic Council

To consider the most important issues of the Institute's activities, an Academic Council is established, at least 75 percent of the total membership of which consists of scientific and pedagogical staff of the Institute and a representative from the student council.

The Academic Council of the Institute is headed by its Chairperson, who is elected for the term of office of the Academic Council.

The ex-officio members of the Academic Council of the Institute include:

  • Director
  • Dean of the Faculty
  • Chief Accountant
  • Secretary of the Selection Committee
  • Head of the Student Council

By decision of the Academic Council of the Institute, heads of working and advisory bodies created within the Institute may also be included in its membership.

The Academic Council also includes elected representatives according to the following quotas:

  • Representing scientific and pedagogical staff, elected from among heads of departments, professors, doctors of sciences, and doctors of philosophy − 1 representative per faculty;
  • Elected representatives representing other employees of the Institute working on a permanent basis – 2 persons from all units;
  • Heads of elective bodies of the primary trade union organization (students) – 2 persons elected by the trade union bodies of the Primary Trade Union Organization of the Institute;
  • Heads of student self-government bodies of the Institute − 2 persons elected by students. Representatives from among the Institute's employees are elected by the conference of the labor collective upon the submission of the structural units in which they work.

The Academic Council of the Institute:

  • Defines the strategy and perspective directions for the development of educational, scientific, and innovative activities of the Institute;
  • Develops and submits the draft Charter of the Institute and decisions on amendments and additions to it to the Conference of the labor collective;
  • Determines the system and approves procedures for internal quality assurance of higher education;
  • Approves educational programs and curricula for each level of higher education and specialty;
  • Makes decisions on the organization of the educational process and determines the terms of study at the respective levels;
  • Approves the financial plan and annual financial report of the Institute;
  • Makes decisions on the placement of own revenues in the territorial bodies of the central executive authority in the field of treasury service of budget funds or in banking institutions;
  • Decides, upon the submission of the Director of the Institute, on the formation, reorganization, and liquidation of structural units;
  • Elects by competition through secret ballot for the positions of heads of departments, professors, and the library director;
  • Approves, in accordance with legislation, the sample and procedure for producing its own diploma of higher education, regulations on the procedure and grounds for its issuance to graduates, as well as samples, production procedures, and grounds for issuing double diplomas;
  • Approves the main directions for conducting scientific research and innovative activities;
  • Approves regulations on working and advisory bodies of the Institute;
  • Defines the powers of the Academic Council according to the directions of its educational activity;
  • Considers other issues of the Institute's activities in accordance with its Charter.

Decisions of the Academic Council of the Institute are put into effect by **the Director's order**.
