The Probation Authority Establishes Communication with MAUP and Assists Convicted Persons in Obtaining Higher Education

A meeting took place between representatives of probation, management, and students of the Dnipro Institute of MAUP.

On August 22, 2024, Eduard Abashiya, a psychologist at the Amur-Nizhnodniprovskyi District Department of the State Institution "Probation Center" branch in Dnipropetrovsk region, a member of the International Association of Psychologists and Sexual Education Consultants, a legal expert, and an educational worker, held a business meeting with Oleksandr Khoroshun, Director of the Dnipro Institute of the Private Joint-Stock Company "Higher Educational Institution "Interregional Academy of Personnel Management" (Dnipro Institute of PJSC "HEI "MAUP"), Candidate of Legal Sciences, Associate Professor; Yelyzaveta Kravtsova, Deputy Director for Academic Affairs of the Dnipro Institute of PJSC "HEI "MAUP", Professor of the International Personnel Academy; and Oleksandr Diudia, Chairman of the Student Council of the Dnipro Institute of PJSC "HEI "MAUP".

During the meeting, they discussed the possibilities and prospects of involving probation subjects (convicts) in education and obtaining higher education at MAUP. The open format of this meeting also included analysis and discussion of ways for further cooperation and partnership between HEI "MAUP" and the probation body. Additionally, issues regarding improving employment and internship opportunities for current students and recent graduates of the institution were considered.

The Interregional Academy of Personnel Management (MAUP) was founded in 1989 as a private higher educational and scientific institution. MAUP is the largest economic and humanitarian higher educational institution in Ukraine. Students from 39 countries study here in 27 specialties. MAUP took first place in the most influential academic ranking of higher education institutions in Ukraine "Top-200 Ukraine 2023" among private higher educational institutions in Ukraine and is included in the World Higher Education Database, which is controlled by the International Association of Universities with the support of UNESCO.

MAUP entered the top three best universities in Ukraine according to the published results of the world university ranking Times Higher Education Impact Rankings (THE) 2024! Impact Rankings is an annual global ranking of the effectiveness of higher education institutions by the British scientific publication Times Higher Education, in which universities from around the world are evaluated for their results in achieving the United Nations Sustainable Development Goals. MAUP continues to develop and improve the level of educational services for Ukrainian and foreign students, - noted Oleksandr Khoroshun.

MAUP helps students and graduates use their education not only for themselves but also for society as a whole. The Academy enables students, graduates, and teachers to reflect on how their research, knowledge, and lives will benefit society and humanity, and provides them with support and resources to do so. MAUP strives not only to provide its students with the highest level of education but also to inspire them to seek truth in all its manifestations.

The Fundamental Law of Ukraine stipulates: everyone has the right to education (Part 1 of Article 53 of the Constitution of Ukraine).

Education is the foundation of intellectual, spiritual, physical, and cultural development of the individual, their successful socialization, economic well-being, and the key to the development of a society united by common values and culture, and the state.

The purpose of education is the comprehensive development of the individual as a personality and the highest value of society, their talents, intellectual, creative and physical abilities, formation of values and competencies necessary for successful self-realization, education of responsible citizens capable of conscious social choice and directing their activities for the benefit of other people and society, enriching on this basis the intellectual, economic, creative, cultural potential of the Ukrainian people, raising the educational level of citizens to ensure sustainable development of Ukraine and its European choice.

According to the provisions of the Law of Ukraine "On Education", everyone has the right to quality and accessible education. The right to education includes the right to lifelong learning, the right to accessibility of education, the right to free education in cases and procedures defined by the Constitution and laws of Ukraine.

Equal conditions for access to education are created in Ukraine. No one can be restricted in the right to education. The right to education is guaranteed regardless of age, sex, race, health status, disability, citizenship, nationality, political, religious or other beliefs, skin color, place of residence, language of communication, origin, social and property status, criminal record, as well as other circumstances and characteristics.

Educational services in Ukraine are provided by educational institutions, namely, legal entities of public or private law, whose main activity is educational activity.

A person has the right to receive education in various forms or by combining them. The main forms of education are:

  • institutional (full-time (day, evening), part-time, distance, networked);
  • individual (external, family (home), pedagogical patronage, at the workplace (in production);
  • dual.

The realization of the rights of convicts to education plays an important role in the process of their correction. Obtaining higher education by convicts is one of the most effective ways of their resocialization and reduction of recidivism, and contributes to increasing competitiveness in the labor market. The educational process enables convicts to gain positive experience, moral qualities, knowledge, skills and abilities that contribute to their development, correction and normal life in a specific society, as well as work on neutralizing their negative character traits, eradicating criminogenic needs, - emphasized Eduard Abashiya, the department psychologist.
