Education Voucher
An Education Voucher is a standardized document that entitles a person to free retraining, training at the next educational qualification level, specialization, or professional development at educational institutions or with an employer at the expense of state funds.
The State Employment Service implements the state program to support the competitiveness of Ukrainian citizens in the labor market through education vouchers. The program aims to help Ukrainians acquire a new profession, obtain a relevant specialty, or improve their qualifications according to the needs of the modern labor market. This is especially important in the context of rapid economic changes and the need to adapt to new challenges.
📂 Voucher Eligibility Requirements
Citizens eligible for a voucher are those who:
- have vocational or higher education
- are not registered with the Employment Service as unemployed
- have not undergone training funded by the Compulsory State Social Insurance Fund for Unemployment within the last 3 years
Financial Terms:
- Training compensation: UAH 30,000
- If the cost of training exceeds this amount, the employer or individual pays the difference independently
- Deadline for concluding a contract with an educational institution: 90 days after receiving the voucher
Training Areas:
The voucher can be used for training in 155 professions and specialties in the fields of IT, construction, transport, education, medicine, agriculture, social services, etc.
The individual independently chooses the profession, educational institution within Ukraine, and form of study (full-time, part-time, or distance learning).
📂 How to Obtain a Voucher
Simplified Application Procedure (effective June 1, 2023):
Option 1: Online
- Submit an application through the State Employment Service portal
- The application will be processed by specialists within 3 business days
- The decision on voucher issuance is made no later than the 8th business day from the date of document submission
Option 2: In Person
- Visit the nearest employment center
- Submit the required documents
Important Information:
If a person is already enrolled in an educational institution, they cannot obtain a voucher to reimburse tuition costs. The application must be submitted before submitting documents to the educational institution.
