Internal quality assurance system of higher education

On September 28, 2017, a new version of the Law of Ukraine "On Education" of September 5, 2017 No. 2145-VIII (hereinafter referred to as the Law) entered into force, which introduces significant changes to the Law of Ukraine "On Higher Education".

According to part 2 of Article 41 of the Law, the components of the education quality assurance system are:

  • quality assurance system in educational institutions (internal education quality assurance system);
  • the system of external assurance of the quality of education;
  • a system for ensuring the quality of the activities of governing bodies and institutions that carry out external assurance of the quality of education.

According to part 3 of this article, the quality assurance system in higher education institutions (internal education quality assurance system) may include:

  • strategy and procedures for quality assurance in education;
  • system and mechanisms for ensuring academic virtue;
  • published criteria, rules and procedures for the assessment of education applicants;
  • published criteria, rules and procedures for assessing the scientific and pedagogical activities of scientific and pedagogical workers;
  • ensuring the availability of the necessary resources for organizing the educational process, including for independent work of applicants for education;
  • ensuring the availability of information systems for the effective management of an educational institution;
  • creating an inclusive educational environment in an educational institution, universal design and reasonable accommodation;
  • other procedures and activities are determined by special laws or documents of the institution of higher education.

The department is a structural unit of the Dnieper Institute of the Interregional Academy of Personnel Management.

The department in its work is guided by the current legislation of Ukraine on the organization of educational and scientific activities, orders and directives of the Interregional Academy of Personnel Management, IAPM.

The work of the department is based on the principles of legality, democracy, humanism, science, high morals, integration of science with practice, transparency, ensuring human rights and freedoms, personal responsibility of employees for their duties, professionalism, equality of working conditions for each employee to implement their abilities, freedom of the creative process.

The department prepares competent economists and organizers of economic activity for enterprises of various forms of ownership, specialists in business planning, assessment of enterprise and product competitiveness, strategic development of the enterprise, able to make effective management decisions on modern enterprise conditions and forecast their consequences.

The current work of the department is discussed at the meetings of the department, which are held once a month. Reports of teaching, scientific, methodical, educational work of the department are discussed at meetings of the Academic Council of DI MAUP (2 times a year).

Education at the department involves  in-depth legal, economic, political science, management, socio-humanitarian, professional training and mastery of analytical and research skills in the field of public administration.

The main in its work the department considers:

  • conducting theoretical and methodological studies of processes occurring in various areas of public administration;
  • analysis of practical aspects of development and reform of public authorities and local self-government in Ukraine;
  • systematization of approaches to improving the system of public administration based on the use of modern innovative technologies and resources, etc.

The development of the department is based on systematic cooperation with leading domestic and foreign scientists, government officials, research institutions and educational institutions, the public.

Scientific and pedagogical staff of the department together with international scientific institutions develop projects for the development of innovative and modern technologies in the field of public administration.

The department initiates, organizes and conducts international and national scientific conferences, round tables, symposia in order to effectively use the creative potential of its employees, as well as for scientific, technical, socio-economic and cultural development of public administration.

Graduates of the department have the opportunity to work in management positions in:

  • central bodies of executive, legislative, judicial power and their apparatuses;
  • local governments;
  • state collegial bodies;
  • regional, district state administrations;
  • departments, divisions, services of territorial subdivisions of central bodies of state power;
  • departments, divisions and other structural subdivisions of local self-government bodies, etc.

As a result of training,  graduates of the department acquire not only skills of specialists who are able to systematically analyze current trends in public administration and on this basis to make effective management decisions, but also skills to evaluate the results of their activities, regardless of its functional nature and industry orientation.

The main functions and tasks of the department

Educational and methodical work is the main activity of the department, an integral part of the whole pedagogical process. It consists of planning, organizing and conducting all types of classes, monitoring the assimilation of educational material, ensuring a high theoretical level of teaching, continuous improvement of teaching and education of students, improving the pedagogical skills of teachers.

In the process of educational and methodical work the department should provide a modern scientific level of training, improvement of teaching methods based on a rational combination of traditional teaching methods and new active forms and methods and other educational technologies.

The department is engaged in preparation of textbooks and manuals, development of working curricula, practice programs, control tasks for seminars, practical classes, preparation of individual semester tasks in disciplines for independent work of students, development of methodical materials for students on independent processing of professional literature, writing coursework. and diploma theses.

The department improves the work of the departmental methodical seminar, organization of open and demonstration classes, mutual and control attendance of classes and optimal teaching load of teachers, registration and application in the educational process of a specialized auditorium-courtroom.

Educational and methodical work at the department is organized and carried out in accordance with state educational standards.

The educational process is carried out in the form of classroom classes, independent work of students, practical training, performance of individual tasks, implementation of control measures.

The main types of educational classes are regulated by the Order of the Ministry of Education and Science of Ukraine "On the organization of the educational process in higher educational institutions" and "Regulations on the organization of the educational process of IAPM".

The main condition for improving the pedagogical process, the pedagogical culture of the teaching staff is to improve professional skills. Planning and organization of professional development of the teaching staff is carried out in accordance with the work plan of the department and the individual work plan of teachers, taking into account their professional affiliation.

Scientific work

Scientific work is one of the main activities of the entire teaching staff of the department.

The main forms of scientific work of the department are:

  • conducting research and current areas of special disciplines and problems that meet the profile of the department;
  • preparation of monographs, textbooks, manuals, scientific articles, reports on the main disciplines of the department;
  • preparation of candidate and doctoral dissertations, consideration and review of dissertations submitted for defense, organization and management of research work of students;

The scientific work of the department is planned for the academic year on the basis of the annual plan of scientific work of the higher educational institution and the proposals of scientific and pedagogical workers.

Scientific work of students is carried out in scientific circles and is made out in the form of abstracts, scientific messages, theses, articles, scientific works recommended by department for participation in competitions, olympiads of high school, interuniversity, republican or other level.

The works that were marked at the competition may, according to the decision of the department, be credited as coursework, and their authors - exempt from passing an exam or test in the relevant discipline taught by the department.

Educational Activities

Educational work among students is carried out in organic unity with the learning process.

The main tasks of educational work are:

  • training of the conscious intelligentsia, renewal and enrichment of the nation's intellectual gene pool;
  • developing a clear civic position of students;
  • creating conditions for the development of general culture of students, enrichment of their aesthetic and spiritual experience and development;
  • development of high general and professional culture, mastering the achievements of national and world culture, involvement in universal values, acquaintance with the traditions and customs of the Ukrainian people.

The educational work of the department is based on the following principles:

  1. Humanization of education and upbringing, which provides for the recognition of human value, the fullest disclosure of personal abilities, meeting the intellectual, cognitive, cultural, spiritual needs of students, ensuring the priority of universal values ​​and the implementation of spiritual principles;
  2. National orientation of education and upbringing, which ensures the inseparability of education and upbringing from the national soil, history of the people, spirituality, its traditions and calls to preserve and ensure the culture of Ukraine;
  3. Polyvariance and differentiation of educational work, which provides the possibility of a wide choice of forms, methods and measures of education, taking into account the characteristics of a particular student body and individual characteristics of each student;
  4. Systematic and continuity of the educational process, which ensures the unity of requirements for education and upbringing at all stages of education in higher education.

To carry out the above tasks, the teaching staff of the department carries out in the process of educating students on positive examples of humanism and high morality on a spiritual basis, conducts work to improve methods of education, organizes and conducts seminars, scientific conferences and meetings on the following issues of educational work. participates in the dissemination of scientific and legal knowledge, the achievements of state formation in the implementation of the ideas of the rule of law, excursions, evenings and quizzes.

Conducting educational work involves the use of various forms and methods, among which the main is a systematic and purposeful work with each student and the institute of curation. Only full-time teachers are appointed curators of academic groups.

Organization of the department

The general management of the department is carried out by the director of DI IAPM, his deputy and deans of full-time and part-time departments.

The direct management of the department is entrusted to the head of the department, who determines the workload of teachers of the department, holds a meeting of the department, which discusses all aspects of the department: educational, methodological, scientific, educational, organizational.

The department consists of at least five teachers, who usually have a degree and academic title.

The staff of the department is formed by order of the directors of DI IAPM. The staff of the department may include: head of the department, deputy head of the department, professors, associate professors, senior lecturers, teachers, assistants, graduate students, doctoral students and specialists of the department.

Positions of the head of the department, deputy head of the department, professors, associate professors, senior teachers, as a rule, are replaced by persons with appropriate academic degrees and titles, full higher professional education, teaching experience. The specialist of the department, as a rule, has a higher or secondary education.

The activity of the department is carried out in accordance with the work plan for the academic year.

The work plan of the department is based on guiding documents that determine the content of training, long-term and calendar plans of the Academy and DI IAPM and should include specific activities that include performers and deadlines for organizational, educational, educational and research work.

Discussion of the state of implementation of the work plan, other issues of the department is carried out on its basis.

The meeting of the department takes place at least once every 2 months. An extraordinary meeting of the department may be initiated by at least 1/3 of the permanent staff or by decision of the head of the department.

Decisions of the department come into force if at least 2/3 of its permanent members take part in the meeting. Decisions (except in cases) are made by an overwhelming majority of votes of existing members of the department.

Issues of organization of educational research work, which are interdepartmental in nature, can be considered and justified at joint meetings of the departments of the institute.

The department is responsible for the quality of professional training.

The educational process is controlled by the management of DI IAPM, deans of full-time and part-time departments, the head of the department and aims to obtain objective information for its improvement.

Rules of conduct for students

In accordance with the current legislation of Ukraine, in accordance with the Uniform Requirements for Applicants, the Rules of Conduct for Applicants are provided.

Applicants have the right to:

  • lifelong learning and academic mobility;
  • individual educational trajectory, which is realized, in particular, through the free choice of types, forms and pace of education, educational institutions and their proposed educational programs, educational components and the level of their complexity, methods and means of teaching;
  • quality educational services;
  • fair and objective assessment of learning outcomes;
  • celebrating successes in their activities;
  • freedom of creative, sports, health, cultural, educational, scientific and scientific-technical activities, etc .;
  • safe and harmless conditions of study, maintenance and work;
  • respect for human dignity;
  • protection during the educational process from humiliation of honor and dignity, any forms of violence and exploitation, bullying (harassment), discrimination on any grounds, propaganda and agitation that harm the health of the learner;
  • receiving social and psychological-pedagogical services as a person who has suffered from bullying (harassment), witnessed it or committed bullying (harassment);
  • use of the library, educational, scientific, production, cultural, sports, household, health infrastructure of the Institute in the manner prescribed by the Dnieper Institute in accordance with current legislation of Ukraine;
  • access to information resources and communications used in the educational process and scientific activities;
  • practical activities in extracurricular time at the Center for Psychological Assistance at the Department of Psychology and the Legal Clinic at the Department of Law of the Institute;
  • personal or through their legal representatives participation in public self-government and management of the Institute;
  • other necessary conditions for obtaining education, including for persons with special educational needs and from socially vulnerable segments of the population.

Applicants are required to:

  • comply with the requirements of the educational program (individual curriculum, if any), adhering to the principle of academic integrity, and achieve the learning outcomes provided by the standard of education for the relevant level of education;
  • respect the dignity, rights, freedoms and legitimate interests of all participants in the educational process, adhere to ethical norms;
  • to treat responsibly and carefully to one's own health, the health of others, the environment;
  • adhere to the constituent documents, the rules of procedure of the Institute, as well as the terms of the contract for the provision of educational services;
  • to inform the management of the Institute about the facts of bullying (persecution) against students, teachers, scientific and pedagogical, researchers, other persons involved in the educational process, which they witnessed personally or about which they received reliable information from others.

Applicants also have other rights and responsibilities provided by the current legislation of Ukraine and the constituent documents of the Institute.

Involvement of students during the educational process to perform work or to participate in activities not related to the implementation of the educational program is prohibited, except as provided by the decision of the Cabinet of Ministers of Ukraine.

I. General provisions

1. Applicants are obliged to be honest in their studies, perform the tasks of the teacher and master the material to the required extent.

2. In case of skipping classes, the student is obliged to justify his / her absence from the classroom with the relevant documents (certificate from the hospital, explanatory note).

3. Applicants are obliged to follow the rules of procedure.

4. Applicants are not allowed to bring to the Institute things that are not needed for classroom classes.

5. Applicants who without good reason missed classes at the Institute, or were absent from practical classes outside the Institute, and did not provide any explanatory document, are admitted to classes only with the permission of the Director of the Institute and his deputies or the head of the department.

6. It is forbidden:

- to leave the territory of the Institute during classes and breaks;

-invite outsiders to the Institute during the educational process to resolve personal issues;

-smoke;

-bring and eat seeds;

-gaff.

7. Applicants are required to attend morning events. If the applicant is absent at the morning event, educational hour or the results of the week - he is automatically considered a violator.

8. Applicants are obliged to follow the rules of life safety, defined by the instructions of the Institute.

9. According to the rules of ethics, students should greet all employees, teachers, guests of the Institute.

10. Applicants are obliged to maintain cleanliness and order on the territory of the Institute, as necessary, to clean up after themselves and the assigned territory.

11. Applicants can use a mobile phone only during breaks. In the classroom, the phone should be switched to silent mode and not disturb the audience.

12. Uniform requirements for students are mandatory for all students of the Institute. In case of non-compliance and violation of these requirements, students are prosecuted in accordance with current legislation of Ukraine.

13. All decisions of the administration of the Institute, scientific and pedagogical staff and self-government bodies are binding on each student.

II. Before the beginning of classroom classes.

1. Applicants come to the Institute 15 minutes before the start of classes, the head of the group - 20 minutes.

2. Before the arrival of the teacher, students prepare everything necessary for the lesson: literature, synopsis, electronic media, practical materials.

3. Nothing extra, except the necessary items, can not be kept on the desktop in the classroom.

4. With the onset of the hour on schedule, students are required to take their places in the appropriate classroom.

III. In the classroom.

1. No student has the right to transfer to another place without the permission of the teacher.

2. Applicants meet the teacher getting up.

3. Students who are late for classes are admitted to the classroom only after they knocked on the door to the classroom, apologized and explained the reason for the delay.

4. Do not keep anything superfluous on the desk.

5. Begin work on the instructions of the teacher.

6. Applicants who wish to answer a question posed by a teacher or to ask a teacher a question must do so with a raised hand.

7. Write homework in notes.

8. At the end of the lesson, students leave the place of study only after the words of the teacher: "The lesson is over."

IV. During the break.

1. Before leaving the audience, be sure to clean your workplace.

2. During the break and during the movement on the stairs do not run, do not shout, follow safety rules.

3. Comply with the requirements of teachers and administration of the Institute.

4. Resting in the corridors, follow the rules of ethics without disturbing others.

5. Each student, when applying to the teacher, if necessary, is obliged to name his name and group number.

6. Applicants are prohibited from entering administrative offices without permission.

7. When the director, his deputies, teachers appear on the floor, students should stand aside and miss them, be sure to say hello.

8. Do not eat in the lobby, corridors and auditoriums of the Institute.

V. Requirements for appearance and clothing.

1. Every student is obliged to appear at the Institute in clean and tidy clothes.

2. Applicants come to the Institute in business or semi-business style clothes.

3. Hairstyle should be neat.

4. It is forbidden to use bright ornaments during your stay at the Institute. The appearance of students should be natural, so bright makeup is prohibited.

5. In physical education classes, students must have a sports uniform and shoes.

VI. Requirements for students' language.

1. The Ukrainian language is the state language, in accordance with the requirements of the current legislation of Ukraine.

2. Brutal and abusive words may not be used orally or in writing under any circumstances.

3. Do not use rude expressions, nicknames, nicknames.

4. When addressing anyone with a request, it is necessary to say “please, thank you for your service.

VII. Requirements for the care of literature and abstracts.

1. Library literature should be preserved. Must be wrapped during use.

2. Do not make any notes in library textbooks, do not bend pages, use a bookmark.

3. Abstracts must be signed in the prescribed manner, in accordance with the established requirements, wrapped in plastic wrap.

4. All entries in the abstracts must comply with the rules of spelling.

5. Every student must neatly keep notes, submit them at the request of the teacher, hand in notes for review by the teacher.

VIII. Requirements for the preservation of the Institute's property.

1. Students are obliged to keep the property of the Institute, maintain cleanliness and order.

2. All students are obliged to handle carefully the property, things and objects that are in the Institute.

3. It is forbidden to damage furniture, dirty doors, walls, windows in classrooms and corridors.

4. Students must protect the greenery of the Institute.

IX. Duties on duty.

1. Regular students are obliged to prepare the audience for classes before classes and during breaks:

  • ventilate the room;
  • prepare chalk, clean the board;
  • arrange chairs;

2. Follow the requirements of the instructions on duty in the audience.
